rear spoiler liftgate issues?

Liftgate won't open all the way as it seems the rear brake light/spoiler is stopping it. It gets about 12" open and the spoiler starts creaking and groaning and with the power lift on, it goes back down. Hubs tried to open it all the way manually and something snapped and the spoiler popped right up and off. What the heck. He thinks the clips are broken and I can't find anything anywhere on how this thing should look or go together. Anyone have this kind of issue??
